| Background to TAL
Tonga Airports
Limited (TAL) came into operation on July 2, 2007.
Prior to its
formation, all Tongan airports came under the control of the Ministry
of Civil Aviation (MCA). Under this system, there was no clear
separation of regulatory and operational activities.
This conflict of
interest concerned the International Civil Aviation Organisation (ICAO)
who believed it was inappropriate for MCA to both regulate and operate
its airports. The vital need to maintain ICAO compliance for Tonga's
airports, combined with the need for a more commercial business culture
in the operation and development of the airports saw the Government of
Tonga consider alternate governance options for the operation and
management of its airports.
An independent
study explored the various options available to the Tongan Government,
with corporatisation of the airports considered the best solution. This
model allows the airports to remain a 100% government owned asset,
while their commercial and regulatory functions remain separate.
