The Government of Tonga, in accordance with its Economic and Public Sector Reform program, and Strategic Development Plan 8 (SDP8), is currently in the process of consolidating the Ministry of Transport.

This consolidation is being facilitated through the Transport Sector Consolidation Project (TSCP) and is supported by the World Bank.

As part of the preparation for the TSCP, the Ministry of Transport has produced an Environmental Management Plan (EMP) to address the potential environmental risks of the project, and to establish appropriate mitigation measures.
